Thatch is the layer nothing gets through
Thatch is the mat of stems, roots, and clippings that builds up between the green grass and the soil. A thin layer is normal and even useful. Past about half an inch it starts working against the lawn: water beads off it, fertilizer sits in it, and the grass begins rooting into the mat rather than into the ground.
Power raking uses vertical blades to tear that layer out and bring it to the surface, where it can be collected and removed.
How to tell whether your lawn needs it

A lawn with a thick thatch mat over compacted clay genuinely has both problems, and the raking goes first so the aeration can reach the ground.
